These Comments respond to or elaborate specific issues raised by the Co-Chairs’ Elements paper, dated November 3, 1999 and entitled “Co-Chairs’ Initial Thoughts on Procedures and Mechanisms Relating to a Compliance System Under the Kyoto Protocol.” I was distributed to members of the Joint Working Group on Compliance at the Fifth Conference of the Parties.
