UN Climate Negotiations in Poland to Decide how Paris Rulebook Addresses Human Rights

CIEL Expert Attorneys Available for Comment at COP24 in Katowice, Poland

What:

World leaders are converging in Katowice, Poland, for the 24th Conference of the Parties to the UN Framework Convention on Climate Change (UNFCCC) from December 2-15. There, they are expected to adopt the rules and procedures (“Paris Agreement implementation guidelines”) that determine how to meet the goal of keeping global temperature rise below 1.5 degrees Celsius as adopted in the Paris Agreement.

CIEL attorneys and experts will be in Katowice for the duration of COP24 pushing for greater ambition to keep temperature rise below 1.5 degrees. They will also be advocating that the Paris rulebook include explicit guidance on how climate action will protect, respect, and promote human rights.

CIEL is carefully following the development of the rules for communicating future national climate commitments (nationally determined contributions) and for reporting national action (transparency framework). CIEL is also closely watching the development of new market mechanisms to ensure they do not repeat the mistakes of the past and have comprehensive safeguards, procedures for consultation, and an avenue for remedy. Additionally, CIEL will continue to support the operationalization of the indigenous peoples’ platform to ensure that indigenous perspectives can effectively inform global governance. With partner organizations, CIEL attorneys will be monitoring threats to civil and political rights in the context of the COP to ensure that civil society representatives can fully exercise their freedom of expression and assembly in Katowice.

CIEL will also be previewing a major new analysis to be launched in January 2019 on the extensive and complex linkages between geoengineering and fossil fuels. The report, Fuel to the Fire: How Geoengineering Threatens to Entrench Fossil Fuels and Accelerate the Climate Crisis, investigates the early, ongoing, and often surprising role of the fossil fuel industry in developing, patenting, and promoting key geoengineering technologies, in particular Carbon Dioxide Removal and Solar Radiation Management.

Who:

Sébastien Duyck, Senior Attorney. Seb coordinates the Human Rights & Climate Change Working Group. He will be closely following the finalization of the the Paris Agreement Implementation Guidelines, as well as issues related to civil and political rights in Katowice. He will be in Katowice through the duration of COP.

Erika Lennon, Senior Attorney. Erika specializes in public participation, access to remedy, and environmental and social safeguards in climate finance, as well as the Green Climate Fund (GCF). She will be closely following the development of the rules for Article 6 mechanisms. She will be in Katowice through the duration of COP.

Carroll Muffett, President. Carroll focuses on issues of climate liability and accountability, climate financial risks, and geoengineering, He will be in Katowice from December 7-14.
