This paper focuses on trends within multilateral development banks (MDBs), including primarily the World Bank Group and the major regional development banks. Section I reviews the emerging international recognition of the importance of public participation. Section II examines the emerging norms, mechanisms, and practices for promoting public access to information, participation, and justice in MDBs. Section III concludes by setting forth a proposal for an International Administrative Procedures Treat which could formalize and crystallize the largely ad hoc processes that have evolved to advance public involvement in international institutions.
