The report by the Inter-American Commission on Human Rights, alongside the findings of other international organizations, recognizing the link between global warming and human rights could have a powerful impact on worldwide efforts to address global warming. It may establish a legal basis for holding responsible countries that have profited from inadequate greenhouse gas regulation, and could provide a strong incentive to all countries to participate in effective international response efforts.
